ADM Concession (concessione GAD)
An ADM concession is the licence that lets an online casino take bets from players in Italy. The Agenzia delle Dogane e dei Monopoli grants it to the company running the site, not to the studio that builds the games. Each concession covers one domain, and the register listed 52 of them.

Who Holds the ADM Licence, and How to Read It
ADM licenses operators.
Game studios fall outside its remit entirely, and it keeps no register of them, which leaves "ADM licensed" a category that Play'n GO cannot occupy. Anyone telling you the slot carries an ADM licence has swapped two different things for each other.
The studio is licensed elsewhere. Play'n GO holds a Maltese B2B authorisation numbered MGA/B2B/225/2012 and a British account numbered 55949, and the British register records no regulatory action against it.
So a reader checking whether a game is legal in Italy is really checking whether the casino is. That is one number, in one register, and it takes a minute.
A concession number is five digits, printed in the footer of every licensed Italian casino, usually after the words Conc. GAD or Concessione. Sisal prints 16020. SNAI prints 16032. BetFlag prints 16008.
The register prints the same number beside the company name and the single domain that number covers, so Sisal's row names both Sisal Italia S.p.a. and sisal.it.
One concession, one site.
That last part is the useful bit. If a site shows you a number that the register ties to a different domain, the number is not that site's.

Italy reissued its remote-gaming concessions in 2025, and every current number now starts with 16.

Several operators are still catching up on their own pages.
NetBet still prints 15015 in its footer while the register gives it 16021. AdmiralBet's configuration still carries 15096 against a register entry of 16048. Goldbet prints 15226 where the register says 16009.
None of that makes those casinos unlicensed. It makes their own sites a worse source than the register, which is the point worth taking away.
The market a casino operates in also reaches into the client. Under the Italian setting the rules screen gains two lines and loses nothing: the return figure, and a sentence confirming that every win in a round is paid, scatters and feature wins included.
Other markets lose things instead. The British build drops autoplay, fast play and hyper spin. The Spanish build removes the gamble round altogether. The German one throws out the coin model.
None of that is a verdict on any regulator. It is the studio configuring one game differently for each market, and it is checkable in a minute against the studio's own help page.
